Skilled Migration Adelaide & South Australia — Subclass 190 & 491 State Nomination 2026

If Adelaide is your target, Subclass 190 is your pathway to permanent residency — and unlike most other states, Adelaide itself qualifies as a Category 2 designated regional area under the federal framework, meaning Subclass 491 is also available in metro Adelaide. For applicants open to regional SA — Barossa, Fleurieu Peninsula, Kangaroo Island, or regional cities like Whyalla, Mt Gambier, and Port Augusta — the regional classification opens further opportunities.

South Australia has four nomination streams — each with different residency requirements — and one critical rule most applicants miss: offshore applicants do not submit a Registration of Interest (ROI). They are invited directly from their SkillSelect EOI. Onshore applicants must submit an ROI through the SA Skilled & Business Migration portal. Choosing the wrong pathway or missing this distinction can delay your application by a full program year.

Adelaide and South Australia Cities — Which Visa Applies to Your Location?

South Australia has a significant advantage over states like NSW and Victoria: Adelaide metro is classified as a Category 2 designated regional area under the Department of Home Affairs framework — meaning Subclass 491 is available in metropolitan Adelaide. This is a major strategic benefit that most applicants do not know. You can target Adelaide’s city lifestyle while accessing the 15 nomination bonus points from the 491 pathway.

Adelaide Category 2 Regional

Adelaide is Category 2 regional — Subclass 491 is available in metro Adelaide

Unlike Brisbane, Sydney, or Melbourne, Adelaide's metro postcodes qualify as Category 2 designated regional areas under DHA's framework.

This means you can apply for Subclass 491 through SA state nomination while living in metropolitan Adelaide — receiving the 15 nomination bonus points and accessing the regional pathway to PR.

Outer Regional SA Stream

Outer Regional SA — different stream, lower competition

Applicants living and working in outer regional South Australia (including Kangaroo Island, Eyre Peninsula, and parts of Far North SA) may access the Outer Regional Skilled Employment stream.

This stream has a shorter residency requirement of 9 months instead of 12 months and often experiences lower competition than the main Skilled Employment in SA stream.

Verify current eligibility and outer regional locations at migration.sa.gov.au before applying.

South Australia's Four Nomination Streams — Which One Applies to You?

SA operates four distinct nomination streams. Each has different residency requirements, work requirements, and ROI processes. Identifying the correct stream before submitting is critical — applying under the wrong stream results in refusal.

South Australia Migration Streams
StreamWho it is forKey requirementsROI required?
Stream 1 — Skilled Employment in South Australia Onshore applicants currently living and working in SA in their nominated occupation Living in SA ≥12 months | Working ≥30 hrs/week for ≥12 months in nominated occupation (same ANZSCO Sub Major Group) | 65+ points including nomination | Occupation on SA Skilled Occupation List | Competent English | Under 45 Yes — submit via SA SBM portal
Stream 2 — South Australian Graduates International graduates who studied at a SA institution Completed CRICOS-registered qualification in SA | Worked in nominated occupation post-graduation | 65+ points | Occupation on SA Skilled Occupation List | Competent English | Under 45 Yes — submit via SA SBM portal
Stream 3 — Outer Regional Skilled Employment Onshore applicants living and working in outer regional SA Living and working in outer regional SA ≥9 months | Working ≥30 hrs/week in nominated occupation (same ANZSCO Sub Major Group) | 65+ points | Occupation on SA Skilled Occupation List | Competent English | Under 45 Yes — submit via SA SBM portal
Stream 4 — Offshore Applicants Applicants currently living outside Australia ≥3 years work experience in nominated/closely related occupation within last 5 years (construction/trades: 1 year in last 3) | Select SA as FIRST preferred state in SkillSelect EOI | 65+ points | Occupation on SA Skilled Occupation List | Competent English | Under 45 | Must meet DHA visa criteria NO ROI required — invited directly from SkillSelect EOI

Critical: Offshore Applicants Do NOT Submit an ROI

If you are currently outside Australia, you do not submit a Registration of Interest (ROI) through the SA portal.

Instead, you must submit your Expression of Interest (EOI) in SkillSelect and select South Australia as your first preferred state.

South Australia Skilled & Business Migration will invite you directly based on your EOI.

Important: Submitting an ROI as an offshore applicant may cause confusion and could delay your consideration.

Construction and Trades — Reduced Experience Requirement

If your nominated occupation is in the construction or trades sector, South Australia only requires 1 year of full-time skilled employment in the last 3 years instead of the standard 3 years in 5.

This applies to both onshore and offshore applicants in eligible construction and trades occupations.

You should check whether your occupation qualifies on South Australia’s Skilled Occupation List.

Eligibility Requirements — South Australia

You must meet both Department of Home Affairs visa criteria AND SA’s state nomination requirements. Meeting one without the other is not sufficient.

How SA Skilled & Business Migration Selects — What Actually Affects Invitation

SA conducts monthly invitation rounds and selects the most competitive ROIs (onshore) or EOIs (offshore) within each program. Meeting minimum eligibility does not guarantee an invitation. SA considers the following factors when ranking applicants — verified from migration.sa.gov.au.

Selection FactorHow it works in SA
Priority sector alignmentApplicants in Building & Construction, Defence, Education, Engineering, Health, or Manufacturing are prioritised for Subclass 190. Non-priority sectors or fully allocated 190 streams may be considered for Subclass 491 instead.
Points scoreHigher EOI points improve ranking within the same occupation and sector. SA evaluates full points profile — every valid additional point can improve selection chances.
Years of relevant work experienceMore documented experience in nominated or closely related occupation strengthens ROI/EOI profile. Post-qualification experience in South Australia carries extra weight for onshore streams.
SA work and residence duration (onshore)Streams 1 and 2 assess length of SA employment and community ties. Strong SA commitment through employment duration and residency increases selection priority.
English proficiencyHigher English levels add EOI points. Superior English (IELTS 8.0+ / PTE 79+) can add up to 20 points, significantly improving competitiveness.
Occupation demand in SAHigh-demand occupations in priority sectors may be selected at lower points thresholds. Oversupplied occupations typically require higher scores. Always check SA Skilled Occupation List before applying.
EOI accuracy at invitationApplicants must prove all EOI claims were valid at time of invitation. Unsupported claims can lead to refusal at nomination stage, and the 14-day submission window is not extended.

How to Apply — South Australia State Nomination

  1. Check eligibility and identify your stream: Confirm you meet DHA visa criteria AND SA nomination requirements. Identify which of the four SA streams applies to your situation — onshore (Streams 1–3) or offshore (Stream 4). Verify your occupation is on the current SA Skilled Occupation List at migration.sa.gov.au.
  2. Submit your SkillSelect EOI: Lodge your Expression of Interest in SkillSelect and select South Australia as your FIRST preferred state or territory. This is mandatory — SA cannot access your profile if SA is not your first preference. Keep your EOI accurate and current.
  3. Onshore applicants — submit an ROI via the SA SBM portal: If you are in Australia, submit your Registration of Interest through the Skilled & Business Migration online portal with all required documents. ROI submission is free. Offshore applicants skip this step entirely.
  4. Wait for invitation from SA Skilled & Business Migration: SA issues invitations monthly. Only the most competitive ROIs/EOIs are selected. Meeting minimum requirements does not guarantee an invitation. SA will email you with instructions to submit your nomination application.
  5. Respond within 14 days and submit your visa application: Submit your nomination application and pay the AUD 381 fee within 14 days of invitation — this deadline is not extended. Ensure all EOI claims are substantiated. If nomination is approved, DHA issues your visa invitation and you have 60 days to lodge your visa application.

Common Mistakes — SA Skilled Migration

Most SA Applications Fail for Very Predictable Reasons
  • Offshore applicants submitting an ROI when they should not.
  • Onshore applicants not selecting South Australia as first preference in SkillSelect.
  • Current Subclass 491/489 holders applying for Subclass 190 nomination.
  • EOI claims not properly substantiated with valid supporting evidence.
  • Missing the 14-day nomination submission window.
  • Offshore applicants submitting an ROI — this is not required for offshore applicants. SA invites them directly from SkillSelect EOI. Submitting an ROI as an overseas resident can delay and complicate your consideration.
  • Not selecting SA as first preference in SkillSelect — SA can only access EOIs where SA is selected as the first preferred state. If you have NSW or VIC as first preference and SA second, SA cannot consider you for nomination
  • Current 491 or 489 visa holders applying for SA Subclass 190 — SA’s terms explicitly state this is ineligible. No exceptions.
  • Applying under the wrong stream — each stream has specific residency requirements. Applying under the Skilled Employment stream without 12 months of SA residence, or the Outer Regional stream without outer regional SA employment, will result in refusal.
  • EOI claims that cannot be proven — SA states your application must demonstrate eligibility for every EOI claim at the time of invitation. Unsupported claims result in refusal, and the fee is non-refundable.
  • Letting occupation eligibility expire — SA’s Skilled Occupation List is updated regularly. An occupation available in November 2025 may be capped or removed in January 2026. Always check the current list immediately before submitting.
  • Missing the 14-day window — SA’s nomination application must be submitted and fee paid within 14 days of invitation. This deadline is not extended under any circumstances. Have all documents ready before your ROI is submitted, not after.

Frequently Asked Questions

Yes. SA’s 2025–26 program is open and conducting monthly invitation rounds as of May 2026. Total allocation: 2,250 places — 1,350 for 190 and 900 for 491. Invitations are issued monthly by SA Skilled & Business Migration. Always verify current status and occupation availability at migration.sa.gov.au. Last verified: May 2026.

Yes. Adelaide’s metropolitan postcodes are classified as Category 2 designated regional areas under the Department of Home Affairs regional framework. This means Subclass 491 is available in metropolitan Adelaide — a significant advantage over states like NSW and Victoria where the capital city is not classified as regional. Always verify your specific postcode at immi.homeaffairs.gov.au before applying. Source: immi.homeaffairs.gov.au.

No. If you are currently outside Australia, you do not submit a Registration of Interest through the SA portal. Submit your SkillSelect EOI and select South Australia as your first preferred state — SA will consider you directly from your EOI. Only onshore applicants in the three onshore streams need to submit an ROI. Source: migration.sa.gov.au.

SA’s priority sectors for 2025–26 are: Building and Construction, Defence, Education, Engineering, Health, and Manufacturing (in alphabetical order). Applicants with skills and experience in these sectors are prioritised for Subclass 190 nomination. High-ranking applicants in non-priority sectors may also be considered, and may be offered 491 nomination if 190 allocation is exhausted. Source: migration.sa.gov.au.

AUD 381 for both Subclass 190 and Subclass 491 nominations. Submission of a Registration of Interest is free (nil fee). The nomination fee is charged at time of application submission, is non-refundable for any reason including refusal, and is payable by Visa or Mastercard only. No. Current holders of a Subclass 491 or Subclass 489 visa are not eligible to apply for South Australian Subclass 190 state nomination. This is a hard rule with no exceptions under SA’s published terms and conditions. If you hold a 491 or 489 visa and want permanent residency, your pathway is through Subclass 191 (after meeting residency and income requirements) rather than SA 190 nomination.

It depends on your stream. Stream 1 (Skilled Employment in SA): 12 months living in SA plus 12 months working in your nominated occupation at 30+ hours per week. Stream 2 (SA Graduates): graduation-based — no specific months of SA residence required beyond completion of SA study. Stream 3 (Outer Regional): 9 months living and working in outer regional SA. Source: migration.sa.gov.au.

No — in two ways. First, SA nomination gives you a DHA invitation to apply for the visa — but you must still satisfy all DHA visa requirements. Second, even meeting SA’s published 190 criteria does not guarantee 190 nomination — if SA’s 190 allocation is exhausted, SA may offer 491 nomination instead. SA explicitly states its published requirements are an indicative guide only. Source: migration.sa.gov.au.

Yes. Eligible family members including your spouse or de facto partner and dependent children can generally be included in your visa application. Family members must meet DHA visa requirements. SA nomination covers the primary applicant — family visa processing is handled by DHA as secondary applicants.

South Australia has a Designated Area Migration Agreement (DAMA) — the Adelaide City Technology and Innovation Advancement DAMA — which provides employer-sponsored pathways for skilled workers in occupations not available through the standard points-tested GSM program. If you have a specific job offer from an SA employer and your occupation is not on the standard SA Skilled Occupation List, the DAMA may be worth exploring. Speak with a registered migration agent for advice on whether the SA DAMA applies to your situation.
