The Subclass 494 Skilled Employer Sponsored Regional (Provisional) visa requires an employer in a designated regional area to nominate you. After 3 years regional living, work, and income threshold compliance, you can apply for the Subclass 191 permanent visa.
Unlike the 491, the 494 requires an employer sponsor — but it does not require a SkillSelect points score, making it available to applicants who may not qualify for the independent points-tested stream.
Regional pathways are a two-step design: a provisional visa first (491 or 494), then permanent residency through the 191 once you have genuinely lived and worked in a designated regional area.
The 491 is points-tested and needs nomination by a state or territory, or sponsorship by an eligible relative in a regional area. The 494 is employer-sponsored by a regional business. Both add a strong incentive to settle regionally.
Regional Australia is broadly everywhere except Sydney, Melbourne and Brisbane. You must comply with the conditions of your provisional visa, including living in the regional area.
Hold the 491 or 494 for at least three years, working and lodging tax returns. Your eligibility for permanent residency is based on this record, not a fresh points test.
Provide Australian Taxation Office notices of assessment for three income years and evidence you met your visa conditions, then apply for the permanent 191. There is no new nomination, no new points test, and no age limit.

Unlike most skilled visas, the 191 has no age limit. Your eligibility rests on your regional residence, work and tax record during the provisional period.
