Australia’s New Managed System for International Education in 2026 

The Australian Government has announced a new managed system for international education that will take effect from the 2026 academic year. This reform aims to ensure sustainable growth, maintain quality education standards, and create better opportunities for international students choosing Australia as their study destination. 

📅 Key Dates 

  • Announcement: 4 August 2025 (by Ministers Jason Clare, Tony Burke, and Andrew Giles) 
  • Implementation: 2026 academic year 
  • Allocations Release: October 2025 (final institution-level allocations published) 

📊 National Planning Level (NPL) for 2026 

  • 295,000 new overseas student commencements (NOSCs) 
  • Increase of 25,000 places compared to the 2025 intake 

This expansion ensures more students will have the opportunity to study in Australia while keeping the system manageable and high-quality. 

🏛️ How the New System Works 

1. 📈 Priority Processing 

  • Universities with strong Southeast Asia engagement and proven student accommodation capacity will be prioritised. 
  • Smaller VET providers (100 NOSCs or fewer) will join a special pool for flexible allocations

2. 🏠 Accommodation is Key 

  • Institutions must provide safe and secure housing
  • Housing availability will directly affect how many students an institution can accept. 

3. ⚖️ Visa Processing Rules 

  • Student visa applications will be prioritised for: 
  • Southeast Asian applicants 
  • Institutions with strong accommodation and compliance measures

  • More places: Expanded NPL means higher chances of acceptance. 
  • Faster visa approvals for priority institutions and courses. 
  • Focus on student wellbeing with mandatory accommodation standards.
